I am CDT 1C Elthon John Dulatre, a farmer’s son from Capas, Agoo, La Union. I didn’t come from wealth or privilege — I came from soil-stained hands, early mornings in the fields, and dreams nurtured by sacrifice. Growing up, I witnessed the quiet strength of my parents and promised myself I’d make their hard work worth it. That promise, that passion, led me here to the Philippine National Police Academy.
This uniform is more than just fabric — it’s a symbol of every challenge I overcame, every prayer whispered, and every dream I refused to give up on. I stand here not just for myself, but for every child from the provinces who dares to dream bigger than their beginnings.
To the Filipino youth — your humble beginnings do not define your limits. If you have the heart to serve and the courage to lead, the PNPA is for you. Rise above, wear the uniform with pride, and be the change our nation needs.
