A Legacy of Honor, Courage, and Commitment
Fifteen years ago, a group of young men and women embarked on a journey that would shape their character, test their resilience, and forge them into the future guardians of law and order. The PNPA MABIKAS (MAkabagong BInhi ng KASaysayan) Class of 2010—a name that embodies discipline, sacrifice, and excellence is a testament to the unwavering dedication of those who answered the call to serve. Their story is one of perseverance, self-discovery, and transformation, producing leaders in the Philippine National Police (PNP), Bureau of Fire Protection (BFP), and Bureau of Jail Management and Penology (BJMP).
The Beginning: A Dream Takes Flight
On October 30, 2005, thousands of aspiring cadets took the Philippine National Police Academy Cadet Admission Test (PNPACAT). It was a defining moment, marking the start of their commitment to becoming law enforcement officers. Among thousands of hopefuls, only a select few made it through the rigorous selection process.
By January 23, 2006, successful candidates were called for further screening at two centers—Fort Bonifacio, Taguig City for Luzon aspirants and Lahug, Cebu City for Visayas and Mindanao Aspirants. After meticulous evaluation, the 31st batch of the PNPA was formed—MABIKAS Class of 2010. A total of 307 cadets (246 males and 61 females) stood at the threshold of an extraordinary journey.
Guided by faith, they stepped into the unknown. Then Police Superintendent Cesar Hawthorne Rivera Binag, Commandant of Cadets, instilled in them a belief in divine providence, quoting Jeremiah 29:11“For I know the plans I have for you,” declares the Lord, “plans to prosper you and not to harm you, plans to give you hope and a future.”
The Cadetship Journey: Strength Forged in Fire
On April 17, 2006, the PNPA “Sansinirangan” Class of 2007 formally received them during their Reception Rites. It was an introduction to the discipline, rigors, and trials that lay ahead. The 45-day Breaking Period tested their mental and physical fortitude, shaping them into true cadets. A big thanks to the council of comedians, the likes and caliber of Cadet Julius Langcay, who made life during the rigorous training a little less hard through their wit and charm. “Cadet Langcay, Isang Bagsak!” and it saved the day.
June 12, 2006, marked their full incorporation into the Cadet Corps. From that point forward, they carried their uniform with pride, understanding that every hardship they faced was a step toward becoming exemplary law enforcers.
The Pre-Recognition Rites on January 25, 2007, became a significant milestone. Their Upperclassmen folded their sleeves, opened their collars, and shook their hands, signifying their acceptance into the Corps. During the Recognition Rites on January 27, 2007, the public together with their families and loved ones witnessed their transformation being a refined individual of the Corps of Cadets Philippine National Police Academy. The class also would like to give credit to Cadet Terrence Feliciano for the Mabikas Class Song entitled “Win” popularized by Bryan McKnight. The song elicits a multitude of memories.
On January 28, 2007, the 88 members of the Class composed the MABIKAS Silent Drill Company led by the Company Commander Cadet Daryl Vincent D Bartolome while on January 24, 2009, 42 members of the MABIKAS Slow Drill Platoon led by Platoon Leader Cadet Francis A Briones, performed their maiden performances, respectively.
The Silent Drill Company and Slow Drill Platoon were handpicked members of the MABIKAS Class of 2010 who displayed exceptional skill, discipline, and a relentless drive for perfection. The team was trained to execute movements with calculated precision, requiring months of rigorous practice to master.
Beyond the Recognition Rites, the Silent Drill Company and Slow Drill Platoon became a key feature in Academy events, representing the distinct MABIKAS Class of 2010. They were called upon to perform in ceremonial parades, leadership gatherings, and other Academy functions, as an inspiration to younger cadets who aspired to follow them.
Training and Specialization:
The Mabikas Class engaged in intensive summer training programs that honed their skills:
• 45-day Breaking Period (2006) – during plebe hood days is the initial phase of cadet training designed to transform civilians into disciplined and cohesive officers. During this period, new cadets undergo an intense regimen of physical conditioning, drill practices, and strict routine adherence that challenges their endurance, mental toughness, and ability to work as a unit.
• Police Intervention Course (2007) under PSUPT Allan Olea Ramos and PCINSP Dominic Bedia.
• PNP-SCOUT Training (2008) at the PNPA Firing Range and Ternate, Cavite, alongside Force Recon Marines under PSINSP Michael Perez Galisim.
• Close Quarter Battle Training (2009) led by PSINSP Erickson Del Rosario.
• The BFP Cadets underwent specialized training that equipped them with skills and knowledge to better respond to emergencies and crises. These include Basic Rescue Technique Course, Chemical Biological Radiological Nuclear & Explosives Hazmat Operation, (CBRNE-Hazardous Materials Operation), and Medical First Responders Course.
Marching Into the Future: Graduation of the MABIKAS Class
As the sun rose on March 18, 2010, 198 cadets stood in formation, ready to face the world with then Cadet Caesar Ian C Binucal graduating as the Class Valedictorian and the PNP Kampilan Awardee. He joined the PNP SAF. Meanwhile, Cadet Joseph L Llames was the top among the BFP graduating cadets garnering the BFP Kampilan Award, and Cadet Rovie Ann D Noe with the BJMP graduating cadets bringing in the BJMP Kampilan Award. Cadet Azalea Nucup was also bestowed the Sports Kampilan Award. Cadet Reslyn B Daposala was among the chosen awardees during the 41st Commencement Exercise as the recipient of the Journalism Kampilan being the Editor-in-Chief of the KALASAG Magazine, the official publication of the Corps of Cadets Philippine National Police. Among the 198 graduating cadets, 159 joined the Philippine National Police, eighteen to the Bureau of Fire Protection, and twenty-one to the Bureau of Jail Management and Penology.
They were more than just graduates; they were troopers prepared to serve a nation on the brink of change. They carried with them the battle cry of MABIKAS—resilient, steadfast, and strong.



Their ranks included remarkable individuals whose leadership, courage, and dedication have left an indelible mark on the PNP, BJMP, and BFP.
Notable Members and Their Achievements
Philippine National Police (PNP)
• PLTCOL JOVEN JOHN CAMARAO – The President of Mabikas Class of 2010 and an exemplary leader in law enforcement.
• PLTCOL ROCKY BALISI – The First to be meritoriously promoted to Captain for bravely defending his ground against the attacks of the New People’s Army, displaying extraordinary courage.
• PLTCOL RIX VILLAREAL – A Distinguished Lakan Awardee and was among the Survivors of the Mamasapano Encounter, proving resilience and heroism in the line of duty. He was also among the battle-tested officers who liberated Marawi and ended the Zamboanga Siege.
• PLTCOL RAY BALCUEVA – Among the Liberators of Marawi and awarded for his valor and leadership in counterterrorism operations that earned him the Distinguished Lakan Award.
• PLTCOL MARK IAN RAMOS- The first foreign fully funded scholar of the class, under Australia Awards, who graduated with distinction and was awarded as the top Unit Achiever for Transnational Security for the course Master in Security and Strategic Studies at Macquarie University, Sydney, Australia.
• PLTCOL MA. CAROLINA ABELARDE- CAPUYAN- She served as the Team Leader of the Taekwondo Team of the PNP Contingent to the World Police and Fire Games 2022 in Rotterdam, Netherlands, where she brought home the Silver Award in Women’s Taekwondo. A consistent Gold Medalist in the National Taekwondo Tournament from 2006 to 2008, she has continuously excelled in various sporting events. In the 2023 UNTV Volleyball League Season 1, her team secured 2nd Runner-Up, and she has consistently won gold and silver medals in the PNP Sportsfest Women’s Track Events from 2018 onwards, with her most recent Gold Medal victory in 2024, besting younger competitors. Her triumphs not only brought pride to the Mabikas Class of 2010 but also inspired fellow lady officers to embrace the values of resilience, determination, and teamwork.
• PMAJ JUDITH BESAS- The first female Chief of Police to head the first all-female police station in the Philippines that was inaugurated by the PNP last September 2019, in the municipality of Maria, Siquijor. In a pioneering initiative, known as “Mariang Pulis,” then-Police Captain Judith Besas, headed a team of twenty-one police officers at Maria Police Station. The establishment of this station marked a significant step toward promoting gender equality and empowering women within the police force.
The class honors the valor of its Marawi liberators whose dedicated service during the Marawi crisis exemplified unwavering courage and patriotism. Their bravery, leadership, and dedication contributed to the eventual liberation of Marawi from terrorist control.

The MABIKAS Class of 2010 Officers played a crucial role in the liberation of Zamboanga City during the 2013 Zamboanga Siege. These officers were instrumental in planning and executing police operations that led to the successful defeat of the insurgents and the restoration of peace in the city.

Bureau of Fire Protection (BFP)
The MABIKAS officers serving in the Bureau of Fire Protection (BFP) have been recognized for their dedication and service in fire safety, disaster response, and public protection. Their commitment to service highlights their leadership, bravery, and innovative efforts in enhancing fire prevention, emergency preparedness, and disaster response.
FSUPT ARNEL ABELLA has been recognized with the Distinguished Fire Officer Award for two consecutive years by the Mandaue City Local Government Unit, a testament to his exceptional leadership, dedication, and service in fire safety and disaster response. Under his supervision, efforts are underway to elevate the Mandaue City Fire Station to a Fire District status, aiming to increase personnel, equipment, and substations for improved emergency response. His initiative-taking approach includes advocating for essential resources, such as aerial ladders and additional fire trucks, to effectively combat fires in high-rise structures. His experience as a seasoned operations officer of BFP Region 7 and Special Rescue Unit team leader proved invaluable during the Metro Ayala Fire in Cebu (2018), where he led a determined firefighting effort to extinguish the massive blaze.
FCINSP STEVEN REX ROSALES, serving as the first Commandant of Cadets for the pioneer class of the newly launched Philippine Public Safety Academy (PPSA), plays a pivotal role in shaping the future of public safety leadership. His mentorship and guidance are vital in developing competent and ethical public safety officers, ensuring that the values of integrity, service, and excellence are instilled in the next generation.
Earning his Master of Arts in Transformational Leadership (MATL) at the International Graduate School of Leadership (IGSL), FCINSP ROSALES discovered a clearer purpose, which became the fuel for his work as a public safety officer, shaping how he leads in the Bureau of Fire Protection and beyond. In 2022, guiding the former Non-Commissioned Officers as cadets, FCInsp Rosales balanced their academic growth, physical training, and tactical expertise—all while building a program from scratch. A resolute officer, he aims to develop future leaders as the PNPA did for him. Motivated by gratitude, he paid forward the opportunities he received, turning his journey into a roadmap for others.
FCINSP ELY DAVID TIMUAT II has demonstrated exceptional commitment as a member of the BFP National Capital Region Special Rescue Force. His involvement in specialized rescue operations such as the Augmentation Force to the Province of Abra, Cordillera Administrative Region during the devastation of the 7.3 Magnitude Earthquake, displays his dedication to protecting lives during critical emergencies, reflecting the lofty standards of service upheld by the Mabikas Class of 2010.
FCINSP JERSON IAN MONTELLANA was among the Ten Outstanding Firefighters of The Philippines 2017 by the Rotary Club of Quezon City. This prestigious recognition is given to firefighters who exhibit extraordinary dedication, courage, and commitment to public safety. Montellana’s achievements and service in firefighting operations, disaster response, and community programs have set the bar high among the junior officers in the fire service.
FCINSP ANGELIE SALVA is an Incumbent Board of Trustee Secretary, BFP Lakans Chapter (since 2018-present) and has served as the Board of Trustee Secretary for the BFP Lakans Chapter. Her leadership and active participation in the organization have been instrumental in strengthening the professional development and welfare of Lakan firefighters. Through her work, she continues to advocate for organizational improvements that benefit the Lakan in the fire service nationwide.
FCINSP LENI VALENZUELA was among the 2019 Top 10 Female Firefighters of the Soroptimist International an organization that empowers and honors women making a difference in their professions. Cinsp Valenzuela has been an inspiration to women in fire service, proving that gender is no barrier to excellence in firefighting.

The MABIKAS 2010 Class takes immense pride in the remarkable achievements of its members serving in the Bureau of Jail Management and Penology (BJMP). Their dedication to upholding justice, ensuring inmate welfare, and enhancing jail management has earned them prestigious recognition.

These distinguished individuals not only uphold the tradition of excellence within the academy but also continue to serve and lead with distinction in their respective fields.
FALLEN HEROES: A TRIBUTE TO THE BRAVE
The MABIKAS Class of 2010 is home to heroes who made the ultimate sacrifice in the name of duty. Their courage and dedication will never be forgotten.
• Cadet Corto – Died during plebe hood, a young soul lost too soon.
• Cadet Arnold Jay Calimag – Passed away before he could fulfill his dream of
serving the nation.
• P/Major Kristian Ace Sularte – Gave his life in service, leaving behind a
legacy of honor.
• P/Inspector/Lieutenant Ace Verzosa – A promising officer taken too soon.
• Jail Senior Inspector Marlon B. Castelo – Served with dedication in the
BJMP before his untimely passing.
• Fire Senior Inspector Llames – A firefighter who bravely served the BFP until
his last breath.
• P/Inspector/Lieutenant Al Tantiado – Slain while in the performance of duty,
a reminder of the risks law enforcers face.
• P/Inspector/Lieutenant Erick Fregillana – Gave his life while serving a warrant
of arrest in Jolo, Sulu, proving his dedication to justice.
• PCI/PMajor Cyrus Anniban – Fell in Mamasapano, Maguindanao. He was
among the forty-four elite members of the Philippine National Police Special Action
Force (PNP-SAF) who perished during the Mamasapano clash on January 25,
2015. Hailing from Balbalan, Kalinga province, he was also a veteran of the
Zamboanga City siege in 2013. His dedication to duty and country was evident
throughout his career. A hero who fought with courage.
Their sacrifice reminds us of the dangers faced by those in uniform. The MABIKAS Class of 2010 honors their memory, carrying forward their dedication and courage in every mission, every challenge, and every act of service.
Honored and remembered, their legacy continued.
A Continuing Legacy
Today, 192 original members remain in active service, continuing the legacy of MABIKAS Class of 2010. They have proven that they are more than just a class—they are a force of change, shaping the nation’s security, public safety, and justice system.
The Class has grown and expanded throughout the years with the joining of the eighteen active adopted and honorary members. They are personalities who have been recognized and welcomed into the class and are actively joining and supporting the class’s plans and programs including socio-civic activities such as educational initiatives and community service projects.
The MABIKAS Class of 2010’s journey is an inspiration to all who follow them. They have lived by the values instilled in them at the Philippine National Police Academy, carrying their battle cry with pride:
“MABIKAS: Makabagong Binhi ng Kasaysayan!”
As they move forward, their commitment to service, honor, and justice remains unwavering, a beacon of hope for the next generation of cadets who will one day walk the same path.
